Rep. Scott Tipton has released a discussion draft of the Western Colorado Lease Exchange and Conservation Act of 2016. The bill closely resembles a proposal put forth by industry last year and proposes to exchange controversial leases in the Thompson Divide for new leases in the Grand Mesa, Uncompahgre, and Gunnison national forests. With the BLM indicating its preferred alternative to void 25 leases in the Thompson Divide, the swap would pre-empt that decision, letting the industry use the otherwise expired leases as bargaining chips. The bill would also cut out part of the public involvement process for the new leases.
